our city's budget is large. it's about $6.8 billion per year. it's about 50% what we call enterprise funds. about 50% is what we call the general fund. i like to think of the enterprise funds as the city's small businesses. if you were a person and you had a personal budget, you would not combine your small business budget with your home budget. we do not do that either. in our enterprises, just like the airport, the puc, the mta. we spend most of our time talking about the general fund. what do we spend our money on? we spend our money on our priorities. those are things like -- that are represented by all the departments that are here. things like community, public health, recreation and parks services, fire, ems, and police services. programs for children, families in the city. we also spend money on things like our infrastructure and r streetour streets. that's where our expenditures are. the other part, where do we get our money from? our income is really our tax revenue. we get money from property taxes that homeowners pay and private prop

we have certain goals that we have to meet as a city and we will not meet those goals if a large segment of the youth of sentences go do not have access or are able to ride public transit to the level that we anticipate. we need to make sure that every child in san francisco rides public transit to meet those objectives. beyond that, we're making investment in the education system. when kids go to school, public school, the public school system does not ask how much their parents make. they go because we value the importance of public education. the same emphasis should be placed on public transportation. that is why we are here and it is why we are still import -- and it is why it is so important that we create public transit policy that respects low-income youth and made it so that it is a universal thing. these kinds of programs are all inclusive. for a system like the public transit system to be the world class system that we wanted to be, it has to belong to every san franciscan. that is why this is so important. since the funding source has been identified, why not take the extra s

we have a large number. 40% of the budget that is dedicated to the wind which services from city-wide goes to paying bilingual employees, yet, when there was a fire in chinatown for an emergency, president chiu had to use his own staff to the interpretation, and city emergency services were unable to find qualified bilingual staff to do interpretation, and my staff went out there as well. we could really maximize the resources that we are already paying for in the city, the community, business is. we are looking at relationships with colleges that teach language training. there is a lot we can do there. also, cross training and city- wide standards, so we do not have 26 departments doing it their way. eliminate the burger king approach to implementing a law. also, some contributions to centralized funding that you might want to consider. we are not talking about more funding because nobody has any money. but i think just a tiny redistribution of resources so that you can sustain these services. and again, centralized language services, which i will get into in a little more detail in

city government are data sets that i think show us in a very positive way. from my perspective, it's important for us to keep on pushing data sets that allow us to deal with the sometimes imperfections in city government. to figure it out, where it is we need to take risks, we are we can be more entrepreneurial, where we can be more transparent and frank little more accountable to all of you as the residents and as our customers here in city government. and this is why i am proud tomorrow to help move forward legislation that my staff has been working closely with jay nath and mayor leon that will real i do three things. first of all, it will create a chief data officer because we need one person who is responsible and accountable for moving forward our open data agenda. secondly, we're going to require every department in the city to have a representative who is responsible for data so you can go to our transit agency, our police department, any of our 50 plus departments and know who can help you get the data that we need. thirdly, we need to make sure tha
